They suggest that reconciliation should be understood as “a closing of the ledger book of the past . . ”24 The collective memory created by settling accounts in this way is partly a culmination of a political struggle. Collective memory, Foucault writes, is a “very important factor in struggle . . if one controls people’s memory, one controls their dynamism.
Deliberation therefore accommodates values that are central to the compassionate response without reducing the aims of a truth commission to those values. Many victims have said that all they want is to tell their story and to have their husband’s body exhumed for a decent burial. Having heard the perpetrators testify to horrendous crimes against their loved ones, some of the same victims want something significantly more—reparations and justice in the form of punishment of the perpetrators. An important advantage of a deliberative democratic perspective is that it respects all of these responses, even in the same person.
