1 show that even these unjustifiable censoring regimes produce improvements in the log-likelihood, the improvement being roughly proportional to the number of censored cases. This finding, which also holds when the Weibull and log-logistic distributions are used, raises a very difficult issue, one that apparently has not been addressed in the likelihood estimation literature. In most applications, the censoring regime itself is not a matter of judgment: a study runs a certain length of time and cases 26 Government survival in parliamentary democracies still surviving at that point are censored.

This suggests that it is appropriate to consider support parties as part of the governing coalition. However, the evidence must be regarded as less compelling in the case of undeclared support parties simply because the identification of these parties is very subjective; in particular, numerous examples of covert support could have been overlooked. For this reason, the main body of the analysis in this study will be conducted on a data subset that incorporates the CDS (cabinet plus formal and declared support parties) definition of government membership.

The standard approach to the first issue is to take parliamentary parties as the appropriate units, but as Laver (1989:304-5) points out, some parties may be so faction-ridden that it would be misleading to regard them as single actors. Although this argument carries weight, especially with respect to notoriously factionalized parties like the Italian Christian Democrats, recorded information invariably treats parties as single entities. For example, election manifestos and other data that provide the raw material for the development of ideological scales in Chapter 4 are presented only for entire political parties.
