Unlike the traditional generation of à«÷, the rhetoric here assumes that there are no secrets, no arcana imperii needed to interpret state power. Even in his opening speeches in 1975 as chief of staff, which were explicitly about establishing the mission and mandate of the new government, Obasanjo refrains from allowing metaphysics to enter into his authority.
How is authority conferred or transferred? How is authority constituted? How does authority manifest itself?
