10 This commission was in charge of the formulation and implementation of sports policy in all its forms and the administration of the national sports programme. It liaised closely with other government ministries such as Education and National Defence. Subsequently, a lot of local sports establishments at the level of province, city or county came into being between 1953 and 1954, as illustrated by the three case studies below. A centralised system of sports administration had taken shape by the mid-1950s (see Figure 2).
