THE 1990 AMERICANS WITH DISABILITIES ACT In July of 1990, the Americans with Disabilities Act (ADA) was signed into law giving people with disabilities the same kind of rights the Civil Rights Act of 1964 earlier gave people of color. Title II of the Act specifically outlaws discrimination on the basis of disability in services, programs, and activities provided by public entities, including local highway and transit programs. If a public transit service – from fixed route buses to inter-city rail – is owned or operated by a public entity it must be readily accessible and usable by individuals with disabilities including those who use wheelchairs.
